Advanced Recloser Control

The SEL-651R offers exceptional protection and communications capabilities for Automatic Network Reconfiguration, single- and three-phase tripping, and other distribution automation needs. The SEL-651R is the first recloser control to support IEEE 1547-2018 and fast islanding detection for distributed energy resource (DER) interconnections. It also has unique capabilities to detect inrush conditions with a second-harmonic blocking element and detect downed conductors with optional Arc Sense technology (AST). These capabilities help you maintain reliable service to as many customers as possible in the event of a fault.

Customer Outage Minimization—Reduce system and customer impacts with single- and three-phase tripping and reclosing. You can improve reliability by maintaining service to customers who are not on the faulted phase of the feeder. Use the frequency window elements to qualify the health of the source (including DER/distributed generation sources) before closing the recloser to restore power.

Communications-Assisted Protection Schemes—Integrate the SEL-651R into either Ethernet- or serial-based communications networks with standard DNP3 and Modbus protocols or optional IEC 61850. You can use communications for local and remote engineering access, SCADA, real-time protection and control, loop restoration, islanding detection, blocking, and fast bus tripping schemes. The Parallel Redundancy Protocol (PRP) is also available as a standard option on SEL-651R recloser controls with dual-Ethernet copper or dual-Ethernet fiber ports. PRP is an Ethernet-based redundancy protocol that provides seamless network failover for systems such as electrical substations.

High-Impedance Fault Detection—Detect downed conductors and high-impedance faults with the optional AST. Also, see how high-impedance fault detection can accelerate your wildfire mitigation plans.

Distributed Generation Protection—Protect both the utility and the independent power producer with one low-cost device. You can control DER interconnections with IEEE 1547-2018 protection and synchronization and innovative SEL fast islanding detection.

Inrush Detection—Detect transformer energization or motor startup, and block tripping for inrush conditions with a second-harmonic blocking element. The harmonic detection element lets you block selected tripping elements until the inrush subsides.

Load Shedding—Use underfrequency and undervoltage elements to implement basic load-shedding schemes. For more advanced load-shedding schemes, rate-of-change-of-frequency (ROCOF) elements can shed load for increasing or decreasing frequency.

Speed Up Distribution Protection—Combine SEL Wireless Protection System components (SEL-FT50 Fault Transmitter, SEL-RP50 Fault Repeater, and SEL-FR12 Fault Receiver) with the SEL-651R for more intelligent protection. The SEL-FT50 transmitters, located on branches, laterals, and the main line, will wirelessly communicate the fault location to the SEL-651R in 6 ms. This allows both fast tripping for main-line faults as well as fuse-saving and fuse-blowing schemes on the same feeder.

Secure Ethernet Communications—Use Media Access Control Security (MACsec) to enhance the existing cybersecurity of the SEL-651R and reduce operation and maintenance expenses. MACsec secures Ethernet traffic (except IEC 61850 GOOSE and PRP) between an SEL-651R and SEL-3622 Security Gateway or Key Server MACsec-enabled routers/radios, providing confidential communication and maintaining message integrity between devices. Key management is automated via the MACsec Key Agreement (MKA) to simplify commissioning and improve the overall user experience.

Control Cable Interface

Enclosure
Select the painted stainless steel versions of our enclosures for superior corrosion resistance, especially in areas prone to salt or other corrosive chemicals. 

Low-Energy Analog (LEA) Voltage Inputs
Reduce costs and save space with LEA voltage inputs. You can use LEA inputs for three or all six voltage input channels. The SEL-651R supports many popular reclosers that have sensors built right into the recloser bushings (eliminating the need to hang and wire potential transformers to measure the line voltages).

High-Impedance Fault Detection
Detect more high-impedance faults than with traditional protection by using AST.

Additional Inputs and Outputs
Add seven inputs and eight outputs. Options include: seven 12 V inputs with five Form A outputs and two Form C outputs, or two 125 V inputs and five 12 V inputs with five Form A outputs and two Form C outputs.

Ethernet
Choose from single-fiber or dual-redundant fiber Ethernet port upgrade options.

IEC 61850
Easily integrate the SEL-651R into your IEC 61850 communications systems.

Power Supply
Select from 230 Vac, 125 Vdc, or 48 Vdc alternatives to the standard 120 Vac power supply.

Battery
Upgrade to the 40 Ah extended capacity battery to increase your operation time after a loss of ac power.
