SYS 403: IEC 61850 Fundamentals and Applications


This course is intended for utility engineers and technicians who specify, design, operate, or maintain utility networks, including utility protection engineers, automation engineers, integration engineers, and communications engineers.

The international standard IEC 61850 was designed to standardize communications and integration methods and to support systems built from multivendor intelligent electronic devices (IEDs) that are networked to perform protection, monitoring, automation, metering, and control functions. SYS 403 is designed to be interactive and activity based. During this course, students will work in groups of two to configure and implement a comprehensive, realistic IEC 61850 communications and automation scheme.

  • Configuring and Testing VLANs on an IEC 61850 Network
  • IEC 61850 GOOSE Message Configuration Within the RTAC, Part 1 
Day 3
  • IEC 61850 GOOSE Message Configuration Within the RTAC, Part 2
  • SEL-751 and SEL RTAC IEC 61850 MMS Client Implementation
  • SEL RTAC IEC 61850 MMS Server Implementation
  • Substation Configuration Language and Interoperability
  • Network Security Design Considerations
  • Optional Lab Exercises

Course Objectives

  • Organize and configure all SEL IEDs in a substation project
  • Configure incoming and outgoing Generic Object-Oriented Substation Event (GOOSE) messages and manufacturing message specification (MMS) reports
  • Understand design considerations and configuration of networks for implementing IEC 61850 GOOSE messaging
  • Read IED Capability Description (ICD) and Configured IED Description (CID) files
  • Load device settings and IEC 61850 CID files into SEL IEDs
  • Generate ICD files that will provide IED descriptions to support interoperability and integration functions
  • Understand GOOSE applications and exchange among IEDs
  • Configure logic, control, and communications settings related to IEC 61850 in SEL IEDs
  • Troubleshoot GOOSE message quality and network communications
  • Configure an RTAC to collect substation data from SEL IEDs using MMS Client
  • Configure an RTAC MMS server to provide substation data to a Master Station

Course Requirements


Before you attend this class, you must meet the following requirements:

  • Ability to operate a personal computer
  • Basic familiarity with protective relaying and the SEL-751 Feeder Protection Relay features
  • Basic familiarity with automation and integration principles and the SEL-3530 Real-Time Automation Controller (RTAC)

      • acSELerator Diagram Builder SEL-5035 Software
      • Ability to install Wireshark and IEDExplorer programs in class
      • Ability to apply a static IP address to your laptop and connect to the classroom network with a copper Ethernet network interface card
